To appear in the elections, according to the FAQ, certain criteria must be met:
- Have logged in during the past 12 hours.
- Have more than 1 day of gameplay.
- Have passed level 11.
- Have a healthy Fashionista (not dirty or sick).
- Have at least (depending on the election):

Miss Fashionista Elections: 200 purchased clothing items and/or accessories.
Decorating Contest Elections: 200 purchased decorating items total in your inventory.

Clearly, comply with the criteria isn't enough.
I know that I don't appear in the parade but according to the Support team it's just bad luck...

This is a known issue that has plagued the site for months. I filed another trouble ticket on August 2, 2019.
